Constanța is the largest Black Sea port and the natural discharge point; the inland leg afterwards is what people underestimate.
Paperwork: EUR.1, not A.TR
As in every EU member state, steel from Turkey enters Romania on a EUR.1 movement certificate or an invoice declaration of origin. Steel sits outside the EU–Turkey customs union — that covers industrial goods on an A.TR — and under the separate coal and steel agreement instead. The preference is the same; the form is not.
The EU safeguard tariff-rate quotas apply here exactly as they do in Germany, with the same 25 % out-of-quota duty and the same quarterly opening. For a Romanian buyer the shorter truck transit is an advantage: a two-day road leg is far easier to land inside a quota window than a two-week sailing.

Frequently asked questions
How long does steel take from Turkey to Romania?
Two to four days by truck through Bulgaria, four to seven days by sea to Constanța, and another three to six on a Danube barge if the destination is inland. Truck is the usual choice under about 24 tonnes.
Which origin certificate is used for Romania?
EUR.1 or an invoice declaration of origin, as for any EU member state. An A.TR does not apply to steel, which is outside the customs union and covered by the separate coal and steel agreement.
Does the EU safeguard quota affect Romanian imports?
Yes — identically to the rest of the EU, with tariff-rate quotas by product category and a 25 % duty out of quota. The advantage of the short truck route is that a shipment can be landed inside a quota window far more reliably than a sailing can.
