SABER: the conformity platform, and who does what on it
Saudi Arabia runs its conformity assessment through an online platform. The importer raises a product certificate of conformity against the applicable technical regulation, then a shipment certificate for each consignment. Both live in the importer's account — the supplier cannot open them — but both depend entirely on data the supplier provides.
What we supply: the exact product description, the tariff heading, the standard and grade, the mill certificate and, where the regulation requires it, the test reports behind it. What the importer does: register the product, appoint the conformity body and raise the shipment certificate before arrival.
The common failure is timing. A shipment certificate raised after the vessel berths leaves the cargo sitting, and the storage clock at Jeddah runs faster than most budgets assume.

Red Sea routings reach Jeddah far faster than anything going round the peninsula; a Dammam delivery is a different schedule, not a variant of the same one.
Grades, heat and what the specification usually misses
Two things separate a Saudi specification from a European one. The first is coating life: coastal humidity on both coasts, combined with airborne chloride, puts galvanized steel in a far more aggressive category than the same product in central Europe, so Z275 rather than Z140 is the sensible default and duplex systems earn their cost.
The second is thermal. Roof and wall build-ups are specified for heat gain rather than for heat loss, which changes panel core, colour and fixing spacing. A sandwich panel specified for a Romanian factory and one for a Riyadh warehouse have the same catalogue name and different numbers behind them.
- Specify the zinc class by exposure, not by habit: Z275 is the coastal baseline.
- Light colours and solar-reflective coatings do measurable work on roof panel selection.
- State whether the building is conditioned — it changes the core and the thickness.
- For structural steel, the impact class rarely governs; corrosion and coating do.
